Who qualifies?
PMLP’s official guidance covers a third-country national employed by an employer established in an OECD member state, provided the work can be performed remotely using information and communication technologies. It also covers a self-employed person whose business is established in an OECD member state and whose work can be carried out remotely.
The OECD connection is essential. A foreign company or freelance registration is not enough by itself if the establishment country is outside that group. Confirm the current OECD membership list and ask the competent Latvian mission how it wants establishment evidence presented.
Income requirement: EUR 3,192.50 per month
The official PMLP page currently states monthly remuneration or income of at least EUR 3,192.50. Employees must provide official proof issued by the foreign tax or social-insurance authority. Self-employed applicants must provide official evidence showing sufficient income during the previous six months.

Employee evidence
For an employee, PMLP asks for official proof from the foreign country’s tax or social-insurance institution. The employer must also certify that:
- the applicant has worked for that employer for at least six months;
- the work may be performed remotely; and
- monthly salary is at least EUR 3,192.50.
Ask the receiving mission whether it requires originals, translations, legalization or a particular validity period. Do not assume a payslip alone replaces the official evidence named by PMLP.
Self-employed evidence
A self-employed applicant needs official proof from the relevant foreign tax authority showing income of at least EUR 3,192.50 per month during the preceding six months. The self-employment must be established in an OECD country and suitable for remote performance.
Commercial invoices and bank statements may help explain the business, but applicants should not substitute them for an official record unless the competent office confirms that approach.
General document checklist
PMLP lists the following core items:
- a valid travel document;
- a completed and signed long-stay visa questionnaire;
- a photograph taken no more than six months earlier;
- medical insurance valid in Latvia and across the Schengen area with minimum coverage of EUR 42,600;

Latvia’s official fee page, updated March 17, 2026, lists EUR 90 for examination of a long-stay visa application. It lists EUR 180 when an application is submitted fewer than three working days before the applicant’s lawful stay expires. Fees are paid before submission and are generally not refunded if the application is refused.
A mission or service center may have payment-method or service-charge rules. Confirm the exact total and accepted method before the appointment.

- Confirm that your nationality, employer or self-employment and OECD establishment fit the route.
- Identify the Latvian diplomatic or consular mission responsible for your legal residence.
- Request its current form, appointment process and document checklist.
- Obtain official tax or social-insurance evidence and the required employer statement, where applicable.
- Arrange compliant insurance and accommodation evidence.
- Pay the state fee using the method specified by the office.
- Attend the appointment and respond to any case-specific request.

Validity and work restrictions
PMLP describes a one-year long-stay visa. It expressly states that recipients do not have the right to employment in Latvia. The category is designed around remote work for the qualifying foreign employer or foreign self-employment, not entering Latvia’s labor market.
Before the year ends, ask PMLP or the responsible mission what lawful options exist in your specific case. Do not assume that a D visa renews automatically or converts into residence status.
